Science Experiment Solar System

Question: i got this question wrong in my science test and i need help?
Lisa knows that ice and water are the same substance, and wants to investigate how they are different. First, she needs to ask a question to develop her hypothesis. Which of the following questions would work BEST for developing a hypothesis that could be tested with an experiment?
A) Where did ice and water come from?
B) What is the chemical formula of ice and water?
C) Why does ice float in liquid water?
D) Is there more ice or water in the solar system?
What is the answer and why?
Answer: I believe the answer would be C. You can test the question “why does ice float in liquid water?” on your own. The question “where did ice and water come from?” isn’t very testable, nor is “what is the chemical formula of ice and water?”. The question “is there more ice or water in the solar system?” would also be nearly impossible to test.
